March 12, 2002: Ridge Announces Homeland Security Advisory System

Homeland Security Secretary Tom Ridge announces the implementation of the Homeland Security Advisory System. He describes it as a method “to measure and evaluate terrorist threats and communicate them to the public in a timely manner.” He states that it “empowers government and citizens to take actions to address the threat.
