At the request of Defense Secretary Donald Rumsfeld, President George Bush issues an Executive Order on the “War on Terrorism” authorizing the military “to find and finish” terrorist targets, including certain al-Qaeda network members, the al-Qaeda senior leadership, and other high-value targets. The order was cleared by the national-security bureaucracy. This gives more responsibility to the Defense Department that was previously given to the CIA.
