President Bush’s first budget calls for $13.6 billion on counterterrorism programs, compared with $12.8 billion in President Clinton’s last budget and $2 billion ten years earlier. However, there are gaps between what military commanders say they need to combat terrorism and what they are slated to receive. These gaps are still unresolved on September 11.
