Florida Governor Jeb Bush, the brother of President Bush, issues a new executive order authorizing the Florida National Guard to order its membership on active duty in response to acts of terrorism. The new order (EO 2001-261) states that the National Guard may now be called upon to assist law enforcement activities at Florida ports “[b]ased on the potential massive damage to life and property that may result from an act of terrorism at a Florida port.” This new order replaces an earlier one (EO 2001-17) issued on January 19, 2001, and which was not to expire until June 30, 2003, that is identical except for the new terrorism clause.
