Former Senator Gary Hart (D-CO), one of the two co-chairs of a comprehensive, bipartisan report on terrorism released in January 2001, meets with National Security Adviser Rice to see if the Bush administration is implementing the report’s recommendations. He later claims to give her a grave warning. He recalls to tone of her response: “She didn’t seem to feel a terrible sense of urgency.
