The CIA completes a highly classified report on “Iraqi Ties to Terrorism,” summarizing claims that Iraq has provided “training in poisons and gases” to members of al-Qaeda. The report warns that evidence for the claim comes from “sources of varying reliability” and has not yet been substanitated. The main source behind this allegation, Ibn al-Shaykh al-Libi, who once operated bin Laden’s Khaldan training camp in Afghanistan and who is being held in custody by the CIA, will later recant the claim (see February 14, 2004).
