At a political fund-raising event, Vice President Dick Cheney alleges that there is a “well-established pattern of cooperation between Iraq and terrorists.” This comes just four days after a briefing to Cheney’s staff by the Defense Department’s Office of Special Plans, which is aggressively pushing allegations of al-Qaeda-Iraq links (see September 16, 2002).
