On October 31, 2005, the Associated Press will report that the Bush administration has missed dozens of deadlines set by Congress since 9/11 to help protect the US from terrorist attacks. For instance, a plan to defend ships and ports from attack is overdue, as are rules to protect air cargo. There still is no comprehensive plan to protect vital infrastructure.
