Halliburton, a company headed by future Vice President Dick Cheney, announces a new agreement to provide technical services and drilling for Turkmenistan. The press release mentions, “Halliburton has been providing a variety of services in Turkmenistan for the past five years.” On the same day, a consortium to build a pipeline through Afghanistan is formed.
