Counterterrorism “tsar” Richard Clarke suggests to National Security Adviser Rice that she ask CIA Director George Tenet what more the US can do to stop al-Qaeda leader Abu Zubaida from launching “a series of major terrorist attacks.” It is believed these attacks will probably be directed at Israeli targets, but possibly on US facilities.
