In a statement to Congress on July 1, 2004, CIA Director George Tenet doubts that 9/11 hijacker Mohamed Atta met with an Iraqi agent in Prague in April 2001. He says, “Although we cannot rule it out, we are increasingly skeptical that such a meeting occurred.” He adds that Atta “would have been unlikely to undertake the substantial risk of contacting any Iraqi official” at such a date.
