The 9/11 Congressional Inquiry will later report, “[I]n February 2000, CIA rejected a request from foreign authorities to become involved [in the search for and/or monitoring of 9/11hijacker Khalid Almihdhar] because CIA was in the middle of an investigation ‘to determine what the subject is up to.’” However, the CIA will later say it has no idea where Almihdhar is at this point (see January 13, 2000).
