Within moments of the attack in New York, the US Navy’s Antiterrorist Alert Center (ATAC) goes to full alert. ATAC is located at the Naval Criminal Investigative Service (NCIS) headquarters in southeast Washington, DC, across the Potomac River from the Pentagon.
