Lynne Cheney, the wife of Vice President Dick Cheney, joins her husband in an underground tunnel that leads to the Presidential Emergency Operations Center (PEOC) below the White House. Lewis “Scooter” Libby, the vice president’s chief of staff, and Libby then joined them as they headed toward the PEOC (see 9:52 a.m. September 11, 2001). In the underground tunnel that leads to the PEOC, Cheney, the Secret Service agent, and Libby find the vice president.
