April 13, 2004: CIA Manager Says, ‘When People Die, You Get More Money’

Former director of the CIA’s Counterterrorist Center Cofer Black tells the 9/11 Commission: “[U]nfortunately, when Americans get killed, it would translate into additional resources. It’s a constant track: either you run out, or people die, when people die you get more money.” He says this at the end of his prepared statement in a section dealing with what he says is a lack of funds at the CIA for counterterrorism.
